Is there a way I can make it so that if someone chooses to not receive emails and goes by pm instead that they can receive an email that have been pmed with a newsletter? I want my community to see the newsletter I sent out but most of em have registered and never came back.

Their own preferences dictate whether they get emails for pm notifications.
Though couldn't you use the option for sending whether they want the newsletter or not?
