I have a couple IP addresses (guest only) that it shows are "logging in" or "registering an account" for like days at a time...
It can't seriously take all day to log in or register, right?
Are these folks trying to guess passwords or something shady like that?
2ndly, how do I turn IP views off for everyone exept myself?
I want my Global Mod to be able to delete someone in an instant (i think)but I don't really like him comparing IP addresses all the time... he's a little TOO interested in that function... :-\ I want my users to not feel spied on.
What is the best way to set up moderation for a board with only a few active members so far?

The guests are probably bots following links on your site.
I'm pretty sure you can't have someone deleting your users without also having him/her able to see IP addresses, and furthermore why would you even want that? Isn't banning enough for moderators, and deleting left for the admins so it wouldn't be wrongfully used?
For a small forum, the best way might be to use local moderators, so mods are shown on the index, and they cannot see IP addresses, or delete accounts.

Members cannot see any Ip's except their own (note here, for example, you can see your IP, but not mine)
It is possible that these ip's are search engine bots, have you tried using the track ip functions to find out whom owns the IP address (you'll get the ISP, not the actual person behind the address)
Generally, theres no real 'privacy' issue to be had with having someone's IP address, it is moreso a protective measure to keep an overambitious script kiddie from being able to access things. Most IP addresses are generally dynamic also (they change regularly)

Yes, by your description (showing the name Yahoo instead of a person) a few of them are bots but would a bot be "creating a member account"?
Also, how adept are people at willfully changing their own IP address? Like if someone wanted to be a real pain in the butt, could they just keep changing their IP address and coming back at me?
(I just want to prepare myself to accept this if it's eventually going to happen...)
If a bot hits your registration page, it will show as registering an account even if they are not.
People generally don't know about that possibility, though some are knowledgeable in the use of proxy servers to hide their true IP (and they are a dime a dozen)
You will likely have more issues with users proxying than with resetting their connection to change their IP
