I think they were asking for the posted text to be in the email....not just a link to the post...which is in the current email notification??
How'd you figure that one?

I dont think you can, its gotta be a member that does it, if its a busy forum its a bad thing but if its small then you could do it through the View/Delete members bit in your admin center
You can set the option for everyone in Admin -> Current Theme's Settings -> Reset options.
