I have encountered problems like this:

And the 2.0beta 4 installation said to update my language files, which i tried but failed because everytime i download from here its corrupted or 0 bytes: http://www.simplemachines.org/download/index.php?thanks;filename=smf_1-1-6_english-utf8.tar.gz
:( Feels like i wasted my time updating should have sticked with 1.1.6
What language are you using? Seems like you are missing a couple language files or have incomplete language pack.
Redownload SMF 2.0beta 4 from this page
http://download.simplemachines.org/
Just copy the themes folder from that zip package up to your website over the old files.
I already downloaded smf_2-0-beta4p_upgrade.zip and moved all the files over and replaced :/

smf_2-0-beta4p_upgrade.zip nor smf_1-1-6_upgrade.zip in themes/default/languages doesn't have the language files?
files like:
Admin.english-utf8.php
Login.english-utf8.php
Install.english-utf8.php
etc
Try using just English instead of english utf8 that language pack might have issues.

Don't do that without checking the language settings. First there have been issues with the language packs being corrupted.
i think when i updated to 2.0beta i had the same error like this person:

Don't use english uft8 if it is causing issues use just english. UTF8 is mainly used for other languages that have characters outside the normal ASCII range.
