How do you edit the <head> and <body> tag, is it index.php or somethink thanks :)

You'd edit those tags under the Index.template.php file. This file can be find under the /Themes/ directory :)

What exactly do you mean? Are you trying to de-mote a member (Global mod to normal member) Or are you trying to take them out of their post group?
