If it is on your computer, you will have to make the domain on co.cc to redirect to the correct link, it wont change if there is no redirection.
i mean..i only can go in http://localhost/forum/index.php how do i make anny free domain so people can go in my forum?

You are going to have to set up your computer to act as a server from outside requests (not recommended)
Or buy some hosting/find free web hosting and host your forum there. (recommended)
Some hosts will give you a subdomain to use. Some will require you to buy a domain.

You need to buy a domain, if you have one and it's online then you need to run repair settings.
