I usually use firefox as my browser, and some other sites with smf are being displayed correctly, but for some reason on my forums, the backround is white and i cant find a setting to display it correctly. Ive tried fixing my setting on firefox but i dont think its the problem, since other SMF boards are fine.  Also, ive changed the theme many times and still no change.  I looked at my forums on IE and they come out correctly.  Not sure what to do.

Firefox has other issues as well. Radio buttons suck when viewed in Firefox, but look fine in Safari.

Also, some perl programs that worked on every browser I've ever used, break under firefox.

It looks fine here, right?

The radio buttons are caused by CSS and can be remedied by changing the css you apply to input elements.

Anyway, without a link I can only guess - but most likely your server is not properly set to send css files as text/css... contact your host.  If you have cPanel you might be able to change this yourself.... or you could do it by .htaccess, like so:
