Because A) You didn't activate it, in which case, go to admin panel -> General Configuration
or
B) Because your host doesn't suppoer aspell/pspell.

its activated in the admin pannel... but i guess my host doesnt support it... they shoud they charge 109 bucks a month!! LOL

You don't, unless you've got your own dedicated server. PHP must be recompiled with --with-pspell and aspell and aspell-devel need to be installed.

it is my own server... but someone else installed the forum for me... so i guess i am screwed unless you know someone who would be willing to do this for me???
