I am trying to add boards and edit categories and such, and I keep getting:
An appropriate representation of the requested resource /forum/index.php could not be found on this server.
Is this a permissions error? What do I need to do?

Search for "an appropriate representation". This is a non standard security setting your host has enabled, which is causing problems - there is a mod on the mod site to resolve it, called the ";ID to &ID fix for some servers."
