You mean quick reply? Go to admin - themes and layouts - reset options- reset opions for guests - find the drop down list for it.
Don't work i Don't see any quick reply
I think you need to do:
Admin CP > Configuration > Themes and Layout > Member Options > Click "Configure guest and new user options for this theme", as said, set the options. Then you need to click on "Remove all members' options and use the defaults" to make it apply to all members, not just new ones.

Ok i'm now at the screen of the: "Change or reset default options - SMF Default Theme - Core"
Okay, go down, and there are two drop down boxes. One of them, if you click on it, should say off. Or disabled. Change it to on,by default. Done!

With Quick-Reply you can write a post when
viewing a topic without loading a new page. You
can still use bulletin board code and smileys as
you would in a normal post.
You'd have to findd that in a language file, and I am not sure where.
If this is solved, please mark is as solved.
I can't find
Make a new topic about it.
Why?
Because you need help with something other than Fast Reply.
Omg
Can you tell me in what language file i need to look? Post?
I do not know. Make a new topic asking about it.
Try index.english.php.

I wonder why they buried this so deep when it was so obvious in the 1.1.* versions.

Firstly what kind of support request post is that?!
How can I get my problems solved faster? (http://docs.simplemachines.org/index.php?topic=493)
How do I ask support questions the smart way? (http://docs.simplemachines.org/index.php?topic=494)
As for language strings, the search helps, but try this site:
