You mean quick reply? Go to admin - themes and layouts - reset options- reset opions for guests - find the drop down list for it.

I think you need to do:
Admin CP > Configuration > Themes and Layout > Member Options > Click "Configure guest and new user options for this theme", as said, set the options. Then you need to click on "Remove all members' options and use the defaults" to make it apply to all members, not just new ones.

I wonder why they buried this so deep when it was so obvious in the 1.1.* versions.
