...members until they post in a welcome forum.  I don't even want the forums visible to new members. How can I do that? Or if I create a group for newbies, I want the welcome letter to say they most post in the welcome forum.  When that is done, we could manually move them to the open forums. I want to limit lurking.

Sett he newbie group to "0" posts and set the next group to not based off posts and manually move them at will and limit the Newbies to 1 forum

 I'm doing my taxes and it seems my brain is too fried to figure this out.

I have done exactly that at my forum.  I have a member group that is post based called unproven/suspended members, Number of Required Posts 0.  Then I reset the number of Required Posts for Newbie to 1.

Then I went and changed my board permissions for each board other than my Welcome Forum to allow all other post groups but not the unproven/suspended members.
