I would like to know if it is possible to add an animated gif as user avatar?
My forum users cannot use their own gif images as their avatars.

Admin > Forum > Attachments and Avatars > Avatar Settings
If avatars are set to be resized, they are saved as jpg (or png if you've changed that setting). This is most likely the problem, as neither gif or png allows animations.
And there is any option to allow resizing of images but gif?
you can't resize animated gifs.
they go to a single frame.
