Modification adds new permission to allow or disallow users (who can modify posts) to delete already added their attachments.
If user can remove attachment and cannot edit post - well he can't remove attachment anyway :)

It's been a long time since I wrote this mod ( or actually anything for SMF ).
I marked compatibility as 2.0 RC1.2 beacuse I didn't test it on other versions. I needed mod for myself and thought that I will release it 'as it is' for others. You might wanna check if it works or check the code changes and adjust it for 1.1.16. Good luck.
I have clicked "parse" for 1.1.16 and it show me that is compatible
