Title: Issue with Announce Topic!!

Hi!

I realized something in my forum which is probably the cause why members aren't updated with what is happening in our site even if I announced it.

When I make a new topic and I select "Announce Topic" from under "Additional Options", regular members have "(n/a)" next to them. Meaning, our regular members aren't included in the groups of people that would be updated on my topic. Only admins and mods are!

And of course, the regular members make up the majority of the forum!

I really need help on how to fix this! :(

Do you use post-based membergroups?  Regular Members are all members that are logged in, but that have no primary membergroup assigned.  If you are using post-based groups members in those groups will have no primary membergroup assigned.  It has N/A because if you have selected all the other groups, and you were able to select this one too, you would be duplicating.
