There are some codes but they are not easy.

For SMF RC2
I have dıscovered about it, I cound't find similar mod.

Control on Admin Panel

Menu CP:
-Mod On/off
-Put/erase menu
-Change name
-Order
-Color
-Hidden/Unhidden
-Set link or action same or new window

Permission only for admin.
