I'm looking to convert from MyBB to SMF, I see that there is a convert but the issue is that I only have the SQL for MyBB and don't have it installed on my server. Is there any way to just convert the SQL or would I need to install MyBB?

The Sql database, is it in your server or do you mean that you have it in your pc. You must restore that at the same database that your smf forum is installed, upload the mybb files, connect it to the database and then convert.
