pretty much got it all figured out but i do have a couple things i dont know what to do with.
see attach pic, first shot shows no text in drop down box? second shows some button which you cant see when not highlighted, and no text? the third is my shoutbox, no content? i see the content in my admin panel but it doesnt show in the shoutbox?

You can find the languages your forum is using in Admin -> Configuration -> Languages

when i click on edit shoutbox i see this at the bottom of the page

i see three pages of languages, on each page this is checked. all the pages seem the same.

That's the standard language pack, but three pages? Should only be one page, unless the mods are installing their own pages to the languages area of admin.
What is selected on this page: action=admin;area=languages;sa=settings
it says
default forum = english
Enable user-selectable language support is not checked
Any errors coming up in your error log?
Oh and clear your cache out just in case. ?action=admin;area=maintain;sa=routine; >> Empty the file cache.

It looks to me like some of the language strings that were supposed to be added to default/languages/Modifications.english.php didn't get added properly. Might have to check them all and do them manually. That would account for some of the missing text. It should still have the standard text in the menus though.

Doesn't surprise me. If you look at the installation instructions for those mods they'll have edits for the languages files. Check that those are in place (because they probably aren't).
