I get an error: You don't have permission to access /index.php on this server
when clicking on the upgrade link. I have admin permissions on the site. I changed the site folder permissions to 777 and still get the error.

If that doesn't work, try creating a new directory named "temp", in your Packages directory.
Make that 777, too.

I don't know if this forum is new. If it's not, this probably won't apply.
If you can normally install mods, OK, it won't be this.
But, you might want to get on to your host and check that you have full ownership of the files on your site.
If you don't really understand that, don't worry. Your host will. :)
If that doesn't help then try to CHMOD Packages and temp directory to 755 or 775.
Thanks guys - I tried chgmod 777 on packages - no go. I did not try the temp sub-directory. Then, I followed your links and manually uploaded the zip upgrade to my packages directory with default chgmod and ran the package manager on my forum - WORKED great.
The forum software - SMF - is awesome. I am doing it for a local politician and he is getting great use with it.
