I tried downloading the patch, as well as some other things (ad management) and themes, and everything is coming up "corrupt" or altered.
When I download the patch, the tar.gr becomes tar on my computer, and zipped files unzip (and when I try to recompress them and upload them, I get the corrupt error again).
Can anyone help?

Have you tried a different browser, in case your browser's being weird?
no...i'm on 12 and I was trying to update to 13 and am having a heck of a time doing it.
what browser are you using that is changing the format of the file extensions and extracting zips when they are downloaded?
I'd try a different browser, first.
If the files are coming down mangled, that'd be my first suspect.
