I am planning to make a bilingual site.
Do the language packs fix problems such as the red underline errors which are shown before posting.
I rather my Spanish user be able to read their stuff, than just look at a red paragraph they just wrote.

This have nothing to do with languages packs
its more a server related thing... your host need to install more ASPELL / PSPELL language packs on his server for each of the language you will need.
php-pspell is required for that also, and update your dictonary/languages also in firefox ;)

The red lines are created by your browser. In order for spell check from within the forum to work, the steps that The Burglar! pointed out would have to be accomplished.
