I have a new SMF 1.1.13 forum (ForumNew) started from scratch. I have an old SMF 1.1.11 forum (ForumOld) saved from the old server location.
I want to restore the ForumOld backup to the new server, so that it will be accessible by users. Ideally I would put ForumOld into a Board of its own in ForumNew, and make it read only. Second choice is to restore it as a complete forum on the server and just provide a link from the SMF Portal page of ForumNew.
I do not know how to accomplish either option. Can someone help, please. Thanks.

My concern is having 2 SMF folders in the same site. I guess the best thing is to just try it, restore to a new folder, SMF2, and link to it from the Portal Page. I'll report back.

You can easly manage that by, for example, having one forum in root, and other in /forum/ dir, or one in /forum, and other in /forum2 dir.
Its your choise, just move all smf files (related to one forum) in dir that you want, and then just run repair_settings.php to fix paths and settings.
