Disabling nested quotes is usually a good idea. Sometimes this can however lead to confusion. My solution would be to include a button with title "Quote All" alongside with the normal Quote button when nested quotes are disabled.

This Mod adds a button titled Quote All next to the Quote button. Clicking this button forces the editor to include nested quotes if available even if the Nested Quotes are disabled for the regular Quote.
