Who is the someone? That file, smfapi.php, isn't part of the standard SMF. Might you mean SSI.php? What is the integration bridge in question, too?

what I want to do is to integrate the site and the forum together. someone mention something about the forum integration bridge and that php page. Thought someone here had it or it was apart of the smf as the person said its standard thing that comes with it.

The person is not from here

This is definitely going to take some custom coding.  Would you like me to move this to a custom coding board, to attract more attention?

If you are anticipating moving to SMF 2, you might consider making the move, then doing the integration with an SMF 2.0 forum.  You might attract more help from people doing this with SMF 2.
