admin -> current theme at the bottom of that page is a check box for the bbc and smilies.
This happened to me on an RC3 version recently just for one logged in session, then was fine again afterwards. Literally, all the smilies and bbc buttons disappeared.
Oh weird i restarted computer and it got fixed.. Sorry for bothering you guys :( Thanks for trying to help tho :)

You gotta love it when restarting the computer magically fixes it... I know I love it when that happens. Makes me wonder how long it's been since I restarted this here laptop :o
