That would appear to be a repeated background image. Look around in the CSS (and any <style> tags in the theme's PHP) for a
background: or
background-image: with the
url of an image and a
repeat-x. Note that this is
not the <body>'s background, but a smaller <div>. You might find it easier to use Firebug on Firefox to locate the code and CSS, and tell you the .css file used to set the background image. Once you find the image (probably a thin vertical slice), create a new one with GIMP or Photoshop, or play with modifying the color of the existing one.

images/catbg.jpg appears to be the background image used. It's 4 pixels wide by 80 tall. The background color that it blends into at the bottom, in the same CSS background property, is #88A6C0. You would have to change both of them.
