I don't want a member of the forum to be able to change the theme to whatever they want. They can change it by going to:
Profile>Modify profile>Look and layout>Current Theme: BlueFox (change)
Is there a way I can disable members being able to change this or do I have to remove it?

In Admin > Themes and Layout you have the option to allow users to select a theme or not. The option is right by the dropdown menu to select your forum defaul theme.

Edit: Is it possible just to remove the look and layout tab?

Why would you do that? You'll then be removing the ability for any user to set any of those preferences on that page.
