Hello I am new to Simple Machines Forum.

Most people are familiar with the idea of a POLL. The first post of a POLL topic, shows the results, and subsequent posts act as forum replies that are basically comments on the poll.

Is there a way to make a Wiki (instead of a POLL) in the FORUM, that is visible as the first post of the topic... let's people who have privileges "edit the wiki, and allows forum replies that are like comments (similar to a Poll)?

you can allow people permission to edit posts... but not the way you are describing.

A wiki is a wiki.. not a forum
Polls are part of a forum... wiki's are completely different - although there is at least one wiki mod for SMF (which sets the wiki as a separate section, not as a forum topic) and there are several wiki integrations with the forum.
