Title: How can I change the order of topics and posts?

When a topic is posted and someone replies the original post goes to the bottom and the reply is at the to and each additional reply becomes the the top post. It is the opposite of haw it should be. How can I correct this.

Are you talking about a forum or something? Some forums let you select the order the post are displayed.

:P Duh I thought I was on php freaks forum. Hold on I'll look, mine is default newest at the bottom

Profile => Modify Profile => Look and layout => Show most recent posts at the top.
If it's checked uncheck it,otherwise if it's unchecked check it

Not sure if the Topic Creator just wanted this for themself when browsing, or all members on the site?  If just for yourself, then yes, the quote above is how you do it.

To make this default for all members on the site ...

Admin > Configuration > Theme Settings > Member Options >  SMF Default Theme ( pick any theme, the options are global for all themes )

Both of these need to be modified ...

Configure guest and new user options for this theme
Change current options for all members using this theme

For each, check the box for Show most recent posts at top.  and Save.
