Title: Where to add text that shows up to the right of Subject Input on Posts?

I have automated Twitter Feed posting for new topics on many of my boards, and wanted to inform viewers that using Twitter hashtags increases their topic's visibility. I figure the best place for it is to the Right of the Subject Input box on topic posts. I'm planning on adding something to the tune of Use Twitter #hashtags, and increase visibility. Click to learn more! I'm assuming this is within post.template.php in the default Theme, right?

That sounds about right, yeah. If you're only running English, you can include the html stuff along with link text in there. If you run more than one language (or plan to in the future), you should consider using language strings instead.
