Title: language after converting from vBulletin

I am trying to convert vBulletin 4.2 to SMF 2.0.4. It seems working well, except the language. In the old vBulletin, all posts are written in Vietnamese, UTF-8, although the collation of database is still latin1_swedish_ci.

So, when converting, I keep SMF database in latin1_swedish_ci too. But still cannot read the content of posts. All becomes like this

Những bà i viết và ý kiến phát biêủ trên diá»...n Ä'à n không Ä'ược Ä'ụng chạm Ä'ến hay Ä'e doạ quyền lợi cá»§a bất cứ Há»™i/ Hiệp há»™i Aikido  trong và ngoà i nước hiện nay.

Any idea how to convert please?

It may just be that the language files didn't get installed.

For reasons that I'll never understand, the language packs are quite well hidden, here:
