Title: Database Problem

There is a company over the road from us laying a new water system. They have some BIG eathmoving gear and they managed (as they do) to hack into the electric cable, so every house in the street sat without power for several hours. The UPS died and when we finally got it all back on and working, I'm getting an Error :

Database connection error (2): Could not connect to MySQL

Is this fixable, is so how?

well, that really depends....    If your database information is correct ins Settings.php, it has nothing to do with SMF itself. You would need to check the contents of the database itself - confirm it is still there -- and maybe, if you still have issues or are not sure, restore your backup
