Title: "Tagging System For Topics" mod only available for admin!

I have installed the mod ""Tagging System For Topics" - http://custom.simplemachines.org/mods/index.php?mod=579

But this feature is only available for admin and not for ordinary members of the forum.

Any way I could enable it for all members?
