For all members; not by default. You can do it by installing this mod though- http://custom.simplemachines.org/mods/index.php?mod=3736
Not sure why some admins force their preferences on their members but that's your call.
You need to upgrade to 2.0.10

Well, many users tell me me that private messages are confusing and i have to explain to everybody how to change this in settings.

That's why I, and nearly every forum I've been on, have some kind of FAQ or Help section. :)
I would like all members to have their default personal messages 'As a conversation.' The default system confuses everyone and as it is an international board, I do not want to put this FAQ in 20 languages..
The mod above has gone. I am running a 2.0.13.
Any ideas? :o
