Hey All:

This may not be exactly what you are looking for, but possibly something like this- http://custom.simplemachines.org/themes/index.php?lemma=2441

You can make changes in index.css to try to get it even closer to the link you posted.

Yes it will. Just installed this theme on a test site with simple portal already installed, and it worked just fine.
