As a forum owner, what should you do in case you have some ban-evading trolls in your forum?
They may keep spamming and banning their IP or user is useless as they can change their IP.

SMF has mod.'s to take care of this..
Stop Spam: http://custom.simplemachines.org/mods/index.php?mod=1547 You must Register and get a ID number.
There are others also. You can also take the IP number/s and add them directly to the cpanel files, this will also block them..

Yes, but then if we use the "Wait for admin approval", this will be really inconvenient for new legit users, and it may even drive them away as they may not want to wait.
Allow them to register but for new users make their new posts require post approval.

Register your forum with Stop Spam get an ID number key, install the Stop Spam mod.
Look this program works and you'll be surprised at the amount of spammers it stops..Oh the odd one will slip by. but then you can check them out and boot them..
Change Registration to email validation most spammers never check the emails because they don't exist..

Oh, I don't mean spammer/bot, I mean those intentional trolls.
Like someone who hold a grudge on the forum owner, or the forum itself, and they just keep changing IP and spam the forum.

There really is no good way to deal with them.
As you alreayd note - anything targetting them for a ban can be worked around - and if he uses a proxy, you can't even ban IP.
So, you just have your moderators beon the lookout for when he returns and kill the account.

There is no way of stopping trolls, I've had my share and still get them..
