Hello;

This screen will be automatically displayed to GUests that have no access to see a specific board/forum or can't see the forum in general. You can see anythin related to board permissions here (http://wiki.simplemachines.org/smf/Board_Permissions).

On the other hand, if you want to forbide the access to the whole forum for guests, navigate to: Admin > Configuration > Features and Options and uncheck the box next to "Allow guests to browse the forum". Then save the changes.
