I want to create a new forum site via SMF.
Which I use (SMF 2.0.11 or 2.1 Beta 2)? What do you think?
If I use SMF 2.1 Beta 2, Can I use SEF URLs (topic-title.html etc.) on SMF 2.1 Beta 2 right now, or not?

You must use 2.0.11 because it is the latest stable version released by the SMF team. As it's name says, "SMF 2.1 Beta 2" is not a stable release. You may found bugs and your forum might get broken easily.
Also, neither mods or themes are compatible with SMF 2.1 Beta 2.
