Title: There is a problem with content not being served over HTTPS

It makes the forum have no style or something.  It looks really bad.

It's here: wikfor.com/forum

I set up a forum that looks perfect before, also using SMF and it's here: lolz0r.net/forum

Both forums are using Let's Encrypt and are using the "secure" option with Certbot.

How do I fix this?

If you right-click the linked page and view the page source, you'll see most of your hosted addresses are resolving to 127.0.0.1, which as you know is your local host.

Grab a copy of the repair_settings tool (from the downloads/tools section here on sm.org) and follow the instructions to run it.

when you reconfigure to https, you have to also reset ALL of your forum URL settings to https.
this includes smileys, avatars, attachments, themes and mods.
MOST (all but mods) of that can be done by using repair_settings.php
