Title: open_basedir Error

TIA for any help.
Just an FYI...

I have turned off open_basedir in the PHP settings . My dedicated server is running Plesk latest version on CentOS latest version. Server works like a champ and no issues at all.

The root path to all domains is /var/www/vhosts/foo.com/httpdocs   

httpdocs is the public html folder.

I have the original PHPBB3 forum located in the root of the httpdocs folder and am trying to convert it to a SMF database.. two domains, same server, same paths etc.

Immediately upon starting the converter (PHPBB to SMF) I get this error

The converter detected that your host has open_basedir enabled on this server. Please ask your host to disable this setting or try moving the contents of your phpBB3 to the public html folder of your site.
---------------------

As stated above I have turned off open_basedir in PHP. I have set permissions on the PHPBB's config.php temporarily to 777..still getting the error

Is there any other reason anyone could think of that would cause this error?

PHPBB 3.0.12 to SMF latest production version..not the beta.

did you restart apache after you disabled it?
