Admin>>Permissions>>General Permissions.

Click the modify link to the far right of each member group. Look for Post new topics, but hide until approved and Post replies to topics, without requiring approval and make sure both are checked. You will have to do this for each membergroup you have.

I have done, but without admin permission the post is displaying on the board.

When the user post on the board the admin has to approve the post. Then the post has to display on the board.

Showing for you, as admin, or showing for everyone?

Also, do realize that smf permissions are inclusive...   so, if the user belongs to any group that has permission to list without approval, then the user will not ever need approval
