I'm going cross-eyed looking through all the likely forum files where I can find this:

"Thank you for registering. The admin must approve your registration before you may begin to use your account, you will receive an email shortly advising you of the admins decision"

Thought it would be easy ... where can I modify this message?

Actually, if you want to change that exact line it is in languages/Login.english.php
