Created a new inital member group that can only see a single forum. Once they post once they move to the next group and get full access.
It doesn't work though, instead they see and use everything like normal. What am I doing wrong?
The groups that move to the next group is by messages.

Yes its a by messages group. The default group is set to only view a single forum, after one post they become a newbie and can view all the normal forums.
But it doesn't work, even though the permissions are set to only view the one they can view and post in them all.
Actually what I was trying to do isn't really worth the trouble.
