asa,

The Package Manager itself
    should be upgraded first.

SMF 1.1 RC1 does not allow to install Ignore User Mod (and other)
  automatically, - only manually
( the reasons are not determined and not fixed yet
  http://www.simplemachines.org/community/index.php?topic=50411.msg356658#msg356658 ).

For this reason, until this obstacle will be removed..
SMF 1.1 RC1 can not be recommended to installing
                                     and using in public zone.
Use SMF 1.1 public 3 only.

Unfortunately you're going to have to wait -
either for us to add it,
or for someone to write a mod to do this.

You've seen the size
of the "Feature requests" board on the main site.
We can only add so many features, and we sometimes forget
about minor things like this,
especially when it's not something that's highly requested.

So we are going to have to wait -
      for someone who will write..
either a "Package Manager Upgrade" Mod
or a "SMF Team Update" Mod.

cPanel should offer it as an upgrade yes, they just override your files, and then run the SQL, so I'd bet they will do the upgrade when 1.1 is stable/final.

Although you can upgrade to 1.1 using the Upgrade Package from the downloads page, the SMF package manager won't however do the upgrade for you.
