If you disable change picture, how do users ever change it?
Also, what you're asking for is a quite substantial rewrite in any case.

have 3rd part from another login system so picture update from there ex: facebook.
so if u change there it change on forumet.
In which case, just remove all the permissions of users to change their avatar...
