run What is repair_settings.php? (http://wiki.simplemachines.org/smf/Repair_settings.php) to fix your URLs

not possible

I was following instructions on yours link and this is the result when I try download;
File not found!! index.php/repair_settings.php

that is why you need to follow the instructions to download the file and remove it when done. it is a security risk to leave it in place after using it.

also you dont put index.php in the URL.

I must say that I'm confused :(

I've run repair tool and what can see, everything (links) is as recommended

Except two settings are different but I think that is irrelevant;

Queryless URLs: Value not found!
Options (Nothing is selected here):
Off (recommended)
On

Cookie Name:SMFCookie415
Recommended value: "SMFCookie338".

Don't know what to do :(

Check for any settings related to URLs. Use their recommended values.

I don't have problem with default theme that came with forum installation.
I've downloaded Nightbreeze theme and after I made switch to that theme, forum is unusable.

well then you should check the theme's paths, Admin -> Configuration -> Themes & Layout.. -> Theme Settings -> NightBreeze
Make sure the paths are correct

I checked this .. repair_settings.php and all paths are correct
If this check is doing the same what you proposed to do.

no....   repair_settings allows you to set/reset the core product urls and paths...  It tries to do the themes for you, but sometimes it missing one (possibly depending on how that theme was installed)

go to the actual theme settings in the SMF admin and try to reset the paths/urls there...  because the issue that you see is clearly due to the fact that the system can not find index.css

Interesting theme, installed fine in 2.0.15.  Try removing/reinstalling.

have you checked on the server that the files for the theme are in place and the css file actually exists?

What are the permissions for css files?

Hmm, I see the theme running correctly, though it appears to have been modded somewhat.

OMG ... :D

I've checked several times and nothing was suspicious to me.
And now, based on your post I've checked once more

I can clearly see path of error
(there were two folders)
/public_html/forum/Themes/NightBreeze20/NightBreeze20

Damn :D

Thank you all for the support
