Title: Where / how to enable emoticon buttons for quick reply option?

I would like to show emoticons (as they are shown in regular reply option) for the quick reply.

Is there an option or code tweak for that?

Profile -> Look & Layout -> Use full editor toolbar in Quick Reply

And you can edit that option for all your users from Admin -> Config -> Themes & Layout -> Member Options
