I've just installed wamp again and tried to install smf on localhost but keep getting this error

v3.1.7 which is the latest version should I use an older version?
Think I just had it working then I signed out tried to enter my password again and it wouldn't let me in with the password which is a bit strange. I reset the password in phpadmin now wamp wont fully startup.
What a complete ball ache I had to reinstall it again because I could not get Apache to start, everything seems to look fine until you enter the admin area soon as you click to move the configuration to the left that's when you get that error. I then had to restart wamp 5 times before it actually worked.
