Sometimes people ask questions that are not clear. So I want to set the condition for him to check the post first.

If you're going to have that popup before people reply, it doesn't really matter about the member groups - those not in those membergroups will be annoyed if this is every time they post. (I guess quick reply doesn't count?)
Which means you'll likely end up making the membergroups who don't see it pretty much all the membergroups after it drives away people, at which point you might as well not bother.

Ah, so you want to have every user close this before posting. Good way to annoy them.
