You can not restrict access to single topics like that, only boards. SMF also hides everything you are not allowed to enter, so if you would want the topic visible but inaccessible, you would need a modification to do that.

you can not do that by default.

only moderators (local or global) and admins have the ability to respond to a locked topic. (and making someone a moderator gives access to options other than just responding to a locked topic)

But from your post, you want even more... you want to stop all users except the chosen group from even READING a locked topic?

That can not be done.

I guess it might kinda be possible to do that by unapproving the topic and assign the permission to read such topics to a certain membegroup, but I think that would come with approval permission for pending items (and thus any member in such a group could make the topic public again unless I'm missing a permission.).

nope, you're not missing a permission.
I checked --  there is no way to do what the user is asking... not even a mod to do it.

so -- to the original question, we have a followup....

WHY?
Please explain exactly what you are trying to accomplish (not what you think has to be done, but your end goal and the reason for it)...   we MIGHT be able to suggest a different way of going about it.
