Don't use 777, your host doesn't like it, try 775 or 755.
Permissions set on 755. Still can not save settings in repair_settings.php
What permissions are the Settings.php file itself set to?

I gave my credentials to individuals on Fiverr in an attempt to get help with a glitch in my database backups and one of them sabatoged my site. I will refrain from expressing my feelings here. I do not think I could do so without profanity.
